Tobacconists in Western Australia: how to choose a store

Western Australia licenses tobacco retail, and that licence is the difference between a shop with something to lose and one without. For buyers in Perth, Fremantle and Bunbury, it is the single most useful thing to ask about.
| Check | What to expect |
|---|---|
| Check | Detail |
| Licence | Retailer can say who holds it |
| Pack sizes | Sealed packs of 20 or more |
| Stock | Plain brown packs with large warnings |
| Receipts | GST invoice with ABN on request |
Perth vs regional WA
Perth stores carry full ranges including slim and premium tiers. Fremantle and Bunbury cover the mainstream, and stores further north or inland stock narrower ranges around local demand and freight schedules.
Stock that cannot be explained
Imported-looking packs, singles, or cartons priced far below the duty floor are all signs that stock did not come through lawful channels. Asking where it came from is reasonable and telling.
Before you order — four checks that never change
- Price against the excise floor. Duty is $1.55274 a stick from 1 September 2026 — about $31 in a 20-pack and $310 in a carton. WA answered the licence question long ago: ask it at the counter.
- The pack in the photo. Legal Australian stock is drab brown (Pantone 448C) with graphic warnings covering at least 75% of the front and 90% of the back — no logos, no brand artwork.
- Age and delivery. Distance sellers must verify you are 18 or over, and somebody who can sign and show ID has to be at the address. Lockers and unstaffed addresses can be refused.
- State rules. South Australia prohibits mail and online tobacco orders outright; everywhere else requires an age-verification system.
