How to judge a tobacco shop in Australia: nine checks that work

“Best tobacco shop” lists usually rank by preference. What matters more is whether a retailer is compliant: licensed where required, selling duty-paid stock, verifying age and issuing invoices. Those are checkable in a couple of minutes.

Why the price check does the heavy lifting

Excise is unavoidable, so price is the one signal a grey-market seller cannot fake without losing money. If a carton is offered near $150, the duty was not paid, and the rest of the checks become moot.

In store or online

In a licensing state, ask who holds the licence. Online, ask which carrier and delivery window applies to your postcode, and whether the seller invoices. Vague answers to those two questions are the most common early warning signs.

Before you order — four checks that never change

  1. Price against the excise floor. Duty is $1.55274 a stick from 1 September 2026 — about $31 in a 20-pack and $310 in a carton. Nine checks, and price alone eliminates most non-compliant sellers.
  2. The pack in the photo. Legal Australian stock is drab brown (Pantone 448C) with graphic warnings covering at least 75% of the front and 90% of the back — no logos, no brand artwork.
  3. Age and delivery. Distance sellers must verify you are 18 or over, and somebody who can sign and show ID has to be at the address. Lockers and unstaffed addresses can be refused.
  4. State rules. South Australia prohibits mail and online tobacco orders outright; everywhere else requires an age-verification system.
