Buying tobacco in Dandenong: delivery, rules and checks

Dandenong is the heart of Melbourne’s south-east growth corridor, a market where delivery volumes are high and buyers are used to quick turnaround.
| Check | What to expect |
|---|---|
| State rule | Victoria — no retail licence; health-law regulation |
| Typical delivery | 1–3 business days to metro Melbourne |
| Age check | Adult signature and ID at the door |
| Pack sizes | Sealed packs of 20 or more; singles illegal |
Delivering to Dandenong
Melbourne’s south-east freight lanes are among the busiest in the country, so Dandenong orders typically arrive within a couple of business days of dispatch. Victoria does not issue a tobacco retail licence, which makes the invoice and the seller’s identity the paperwork that matters.
What to check on a Victorian order
- A named operator and ABN — the substitute for a licence number in Victoria.
- A GST invoice after purchase; keep it.
- A real age check at checkout and an adult at the door.
Before you order — four checks that never change
- Price against the excise floor. Duty is $1.55274 a stick from 1 September 2026 — about $31 in a 20-pack and $310 in a carton. In Victoria, paperwork replaces the licence check — ask for it.
- The pack in the photo. Legal Australian stock is drab brown (Pantone 448C) with graphic warnings covering at least 75% of the front and 90% of the back — no logos, no brand artwork.
- Age and delivery. Distance sellers must verify you are 18 or over, and somebody who can sign and show ID has to be at the address. Lockers and unstaffed addresses can be refused.
- State rules. South Australia prohibits mail and online tobacco orders outright; everywhere else requires an age-verification system.
