Buying cigarettes online in Queensland: what is allowed

Smoke Mart Australia graphic: Buying tobacco online in Queensland

Queensland, like Victoria, does not issue a tobacco retail licence — sales are controlled by health legislation, including rules about where sales can take place, such as the prohibition on selling from temporary structures. Online orders to Brisbane, the Gold Coast, Cairns and the rest of the state still require age verification and adult receipt.

Check What to expect
Retail licensing No separate tobacco retail licence; health-law regulation
Distance sales Allowed, with age verification
Notable restriction Sales from temporary structures are banned
Delivery Adult at the address; lockers generally refused

Ordering to Brisbane, the Gold Coast and Cairns

Southeast Queensland delivery is generally fast while Cairns and the far north take longer, especially in wet season. Because the parcel needs a signature and ID, a workplace reception or a home address with someone present is the reliable option.

What a compliant Queensland listing looks like

A named operator with an ABN, an explicit 18+ check, plain brown pack photos with the large graphic warnings, and a price that clears the duty floor. A GST invoice should follow the purchase — without it, you have no record if something goes wrong.

Before you order — four checks that never change

  1. Price against the excise floor. Duty is $1.55274 a stick from 1 September 2026 — about $31 in a 20-pack and $310 in a carton. Sunshine-State buyers see more “cheap carton” ads than most — the price test is the fastest filter.
  2. The pack in the photo. Legal Australian stock is drab brown (Pantone 448C) with graphic warnings covering at least 75% of the front and 90% of the back — no logos, no brand artwork.
  3. Age and delivery. Distance sellers must verify you are 18 or over, and somebody who can sign and show ID has to be at the address. Lockers and unstaffed addresses can be refused.
  4. State rules. South Australia prohibits mail and online tobacco orders outright; everywhere else requires an age-verification system.
