Buying cigarettes online in the ACT: what is allowed

The Australian Capital Territory licenses tobacco retail and requires age verification for distance sales, which for practical purposes means an 18+ gate and an adult present at delivery for anything shipped to a Canberra address.

Why Canberra is usually the easiest delivery in Australia
Sitting between Sydney and Melbourne with strong freight links, the ACT typically sees short metro-equivalent delivery windows. That makes it a good test market for a new seller: a small first order should arrive fast enough to judge their service before you commit to a carton.
The checks still apply
Licensed retail, ABN and invoice, plain-pack photos, duty-floor pricing, and an actual age-verification step. Convenience does not change the compliance test.
Before you order — four checks that never change
- Price against the excise floor. Duty is $1.55274 a stick from 1 September 2026 — about $31 in a 20-pack and $310 in a carton. Fast delivery does not excuse a bad price — run the duty check on any “Canberra special”.
- The pack in the photo. Legal Australian stock is drab brown (Pantone 448C) with graphic warnings covering at least 75% of the front and 90% of the back — no logos, no brand artwork.
- Age and delivery. Distance sellers must verify you are 18 or over, and somebody who can sign and show ID has to be at the address. Lockers and unstaffed addresses can be refused.
- State rules. South Australia prohibits mail and online tobacco orders outright; everywhere else requires an age-verification system.
