Buying tobacco in Penrith: delivery, rules and checks

Penrith sits at the far western edge of the Sydney basin, and that position matters a little for freight and a lot for how people plan deliveries.

Delivering to Penrith

Penrith is still inside the Sydney metro network, so delivery windows stay close to metro standard — generally a couple of business days. Further-west addresses and semi-rural properties can fall outside standard courier zones, so confirm coverage for your address before ordering.

Planning around the outer-west

  • Confirm the carrier services your street. Some semi-rural properties are outside standard run sheets.
  • Order early in the week. A Friday attempt that fails can push delivery into the following week.
  • Keep the invoice. It is your record if anything goes wrong, and lawful sellers issue one with an ABN.

Before you order — four checks that never change

  1. Price against the excise floor. Duty is $1.55274 a stick from 1 September 2026 — about $31 in a 20-pack and $310 in a carton. Outer-west addresses reward planning: check carrier coverage first, then order.
  2. The pack in the photo. Legal Australian stock is drab brown (Pantone 448C) with graphic warnings covering at least 75% of the front and 90% of the back — no logos, no brand artwork.
  3. Age and delivery. Distance sellers must verify you are 18 or over, and somebody who can sign and show ID has to be at the address. Lockers and unstaffed addresses can be refused.
  4. State rules. South Australia prohibits mail and online tobacco orders outright; everywhere else requires an age-verification system.
